Does AWS D1.1 have a table for testing criteria that must be met for this type of structure or does the EOR need to specify the criteria?

if your speaking of NDT then AWS does not mandate anything for production welds other than visual.

Maybe I am mistaken but I thought cyclically loaded CJP welds needed to be UT or RT tested.

Have you seen the new commentary C-6.11.1 on this issue. It may help you. It is new to the 2008 edition. Page 484.
