Hey everybody,

In welding of a cap that is incloseing insulation around a pressure vessel, in other words, the vessel is insulated and then a outer shell is incloseing the vessel and is welded with fcaw process, does the welder have to be qualified in accordance with ASME Section IX.
Section VIII UW-29 (b) states, The welders and weldeing operators used in welding nonpressure-bearing attachments, which have essentially no load-carrying functions( such as extended heat transfer surfaces, insulation pins, ect.), to pressure parts shall comply with the following:
(1) When welding process is manual, machine, or semiautomatic, qualification in accordance with Section IX is required.

and also, welding procedure

UW-28 (c) The procedure used in welding nonpressure-bearing attachments which have essentially no load-carrying function to pressure parts shall meet the following requirements.
(1) When the welding process is manual, machine, or semiaotomatic, procedure qualification is required in accordance with Section IX.

Hi Strat!

Pardon me for writing this way but, I believe that if the outer shell is enclosing the pressure vessel yet, is not being attached to the pressure vessel via welding anywhere at all (This must be verified before hand), then the welder does not have to be qualified to ASME Section IX, but IMHO it would be a safe bet to clarify this with the EOR first to see if there is any other qualification to a different or section IX that may indeed be required by the EOR and/or  written in any of the contract documentation first! So everybody is on the same page, so to speak with whatever it is that will be required eventually.

This is an intresting question and I think Henry is right, though for perhaps different reasons than he.
If it is not attached at all then it would be outside of the Code boundary associated with the pressure vessel and therefore not even fall under Section VIII. If it doesn't fall under Section VIII then the Engineer must establish the code of qualification because without Section VIII you dont' get to Section IX.

FCAW is a semi automatic welding process.
The welders have to be qualified to Section IX same for procedures.

Let's put our good engineering sense to work.
Let's imagine a tower in an oil refinery. The skirt, insulation supporting pins, platforms supporting gussets, and trays supporting flat bars are directly welded onto pressure retaining parts, so they must be welded by an ASME IX qualified welder. No question about that.
Now let's consider the base ring, i.e., the ring welded onto the skirt bottom, through which the anchor bolts protrude and against which the anchor nuts are tightened. This is not, nor it's welded to, a pressure retaining part, but will withstand all the wind load imposed to the tower. The weld between the base ring and the skirt is clearly a structural welding that must be performed by an AWS D.1 qualified welder. 
Now let's consider the mandoors handles or the ring welded to the skirt manhole. These two don't support any pressure nor load, and may be done by an unqualified (but good, anyway) welder.
This is my point of view.

I agree with js55.  It's NOT a weld governed by ASME jurisdiction although the engineer may apply a default ASME IX qualification.  It seems doubtful that these welds would be permitted by an "unqualified" welder regardless of the standard used as a qualification basis.

Is welding of supports to the inside of the shell considered a repair and does a repair organization have to weld the supports?
