I need to provide a WPS for repair hot section blade and vanes in land based gas turbine. but i do not know that start this and i need to qualify a WPS for turbine blades, what type of coupon test is necessary to do this? groove weld test?, fillet weld test? or weld overlay?

The turbine manufacturer wold be the place to start. The type of test you must perform depends upon the code to be used

All depends on the code you are going to and what type of repair you are doing. AWS D17.1 is for aerospace but not a land gas turbine, certainly isn't a bad code to follow. At a minimum you'll want some cross sections and/or x-ray to look for internal defects.
