If I have a WPS for piping works, P1 to P1 with combination of GTAW/SMAW process, qualified thickness range of base metal is 5.0 mm ~ 19.0 mm, and the deposited weld metal thickness range for groove is 8.00 mm for GTAW and 11mm for SMAW.  Is it applicable to use this WPS in welding shell plate of tank with thickness 15mm (P1 material) using SMAW process only, with back weld?

If this question is on D1.1 (which I do not think it is) then, an official interpretation on this issue was published on the 1990 code. If AWS would have changed its mind in the interim, I would expect to see something specifically in the code allowing this practice. Since I do not see anything like that in the 2006 edition, I can only assume the 1990 interpretation is still valid for the 2006 code.
