Its difficult to answer a question that is so vague.

What are you welding?
What welding code or standard are you welding to?
What thickness?
What position?

If you are a contractor looking to fabricate to NAVSEA TP278, you have to meet the requirements of NAVSEA TP248. That entails a formal training class for the welders covering the fabrication, inspection, and workmanship requirements, a written examination, a visual acuity test and final a demonstration of your skills as a welder, i.e., weld a test coupon in accordance with a qualified WPS. You will need to retain the services of a Level III (AWS CWI or SCWI will not meet the requirement) to oversee the training and other aspects of certification process and to conduct audits of the welding program. If you are working to NAVSEA 1688, additional requirements apply.

As a welder, you can't be qualified and certified by anyone other than your employer.
