i'm looking at d1.5(2002) and there look like there is a conflict with 1.3.1 stating that smaw is the only process that is prequalified. if compared to 2.7 and 2.8. i'm looking to do a small amount of fillet weld work (fcaw-g). can someone enlighten me?

The FCAW Process is not prequalified.  Some joints are prequalfied, but that is not the same as the welding process.  Sorry.

Technically speaking, the joints aren't "prequalified" either; they're "standard" (see C2.7.1).  The use of this term "prequalified" to describe those joints is a source of confusion.
