I believe they are referring to the welded assembly, not the base metal by itself. I believe the normal regiment is bends and tensiles, unless notch toughness is a concern or you are testing surfacing welds for abrasion or corrosion resistance.

Based on "horse sense", I'd say that the testing procedure for not listed materials is the same that listed materials must undergo to be approved.
