Im sure the guys here could give you better advice and tips than I could but here goes.  In my Inspection career I have been involved mainly in QA work where the WPS/PQR was reviewed by someone (Inspection department Head) with much more experience than myself.  It still has been a requirement to know the basics for all API exams Ive taken and the document that helped me understand the concepts and procedures best was API RP577.  This doc has a great review of the WPS/PQR review process. 

Check out API RP577 Welding and Metallurgy. It covers a proper Section IX WPS and PQR and goes through it line by line. The 577 is available form Global Engineering Documents and can be ordered and downloaded on line. If you are doing this as a profession, I would recommend investing in this document. I can place the WPS and PQR sections here if you would like, but since it is a copyrighted document, I would not scan the entire document. Invest in it.
