I WANT TO KNOW THE TYPE OF ELECTRODE USE FOR MONEL PIPE , FOR FIRST PASS(ROOT)& THE OTHER LAYER

Which Monel? Monel is a generic name for a family of CuNi/NiCu (400 Series) alloys. If memory serves there are also some Precipitation Hardening CuNi's (500 Series). Though I don't think they are often referred to as Monels.

I don't have the latest version of SFA 5.11 or 5.14 in front of me but the last time I looked E/ER NiCu-7 would be the choice for 70/30 (Alloy 400) 80/20, and 90/10 nickel copper alloys.
Keep it clean. Do not try to carry too much metal. And do not pull the GTAW or SMAW electrode out of the stop too quickly or it can draw a hole all the way through the thickness. Monel's also suffer from extreme, what we used to call, 'creepin crud', heavy oxide floating on the surface of the puddle. A sure sign your cleaning is inadequate, typical in all oxide surface layer alloys. Don't try to achieve better fusion through increased current. These alloys require skill. Open your bevel up a bit if your welding grooves (~60deg), and use a feather edge.
