QC VS VESSEL INSPECTOR Based on API 510

Could you explain, Which is true about this...Vessel Inspector has responsibility to quality control or QC has responsibilities to Vesel Inspector based on API 510 Standar..
Because in my region..quality control always review report from Vessel Inspector...and Vessel Inspector always makes calculation to determining remaining life,than reviewed by Quality Control..

I am as third party. In my region, every 3 years, pressure vessel in oil&gas company, shall be recertified by government...My status is on behalf government...but I cannot clearly seen if the standard has role about that...sometimes all of us very-very confused about this situation..
