Dear Sirs,
Are there some limitation about use of backing plate in Cyclically Loaded Structural Steel?
Is possible to replace backgounging as required on drawing by backing plate and weld CJP considering that there are space limitations that make very difficult to backgouging?

AWS D1.1 2006 list most of the requirements in section 2 Parts A-D

A is general requirements for all
B is specific requirements for static and cyclic non tubular
C is specific design of non tubular cyclically loaded. Which I believe is where your at based on your post.

AWS code will tell you to comply with the drawings. Only the Responsible Engineer can change them.

Part C in particular will cover the data your requesting, however; it would be the wrong advice to tell you to ignore the requirements of the design drawings/documents.

fema also has limitations if this is in a seismic zone

Didn't think about that. D1.8 addresses some of the seismic zone issues as well.
