My head is hurting from reading and re-reading section 4 of AWS D1.1, can someone please help?

I have a manufacturer that has what appears to be an approved PQR for welding ASTM A514. The PQR is for 3/8" thick plate using a single v-groove weld, butt joint. Does this PQR and subsequent WPS qualify this manufacturer to weld ASTM A514 plates thicker than 3/4" utilizing single or double v-groove welds?

I don't think that it does, but my head is spinning after trying to consider all of the little foot notes included in the tables for section 4!

I appears to be a rather straight foward Max = 2T or 3/4" in your case however one of the structural guys may have a different answer. 
Assuming it's a CJP joint
