Hello Robert C, awhile back there was a post on the forum here having to do with T-1 materials. If you do a search you will very likely find the thread this was contained in. If you can't find this information, try googling Mittal, they have a document entitled " How to Weld "T-1" Constructional Alloy Steels" it likely has everything you're looking for.
