If this question has been asked already, I apologize, and I'm new to this forum. Could anyone tell me what a good reference manual to use for selecting the proper welding rod for different applications. The question is for tig welding, but if someone knows of a source that covers across the board, that would be great. Thanks.

A good place for reference (most processes, most materials) would be the AWS Welding Handbook Volume 3

Your question is very broad and could cover any of the base metals and welding processes used by any manufacturer. So, start with AWS and then look as some of the literature available from the people that make the filler metals. ESAB has a number of "bulletins" available for their filler metals that list various material specifications and the suggested filler metals used to join them. As you would expect, they (ESAB) do not address dissimilar metals in any depth.
