I only have D1.6-1999 right now, hoping someone can update me on the following:

Have any of the following requirements changed since the 1999 edition:
1. Paragraph 4.1.7 indicates one CJP groove weld IN ANY POSITION qualifies ALL positions....IS THIS STILL
    TRUE? IF YES.....WHY? (This would be DRASTICALLY different than AWS D1.1, ASME, ETC.)
2. CJP groove weld qualifies ALL PJP AND FILLETS.....IS THIS STILL TRUE?
3. Paragraph 4.5.1 require Reduced Section Tension tests, Transverse Guided Bend tests, Longitudinal Root &  
    Face Guided Bend tests (optional, see 4.6.5).......SHOULD THIS READ AS "(optional, see 4.6.4)"? 
4. Figure 4.4 requires test plates to be 10-inch wide x 12-inch long......IS THIS SIZE STILL TRUE?
5. AWS D1.1 requires test plates to be 14-inch wide x 20-inch long.......does anybody know why the huge difference in size as compared to D1.1??) 
6. Are the qualification Groove welds shown in Figure 4.3 or Figure 4.4 typically open butt or with a backer?

As far as I know, the 99 edition is the latest.

Am I reading Paragraph 4.1.7 correctly ??   one CJP groove weld IN ANY POSITION qualifies ALL positions.  ONE TEST ON FLAT GETS MY WPS QUALIFIED FOR VERTICAL AND O/H?

It sure looks that way and it is unchanged in the 2007 edition.
Obviously your welders won't be qualified in all positions by T4.4 (page 90 of the 1999 version), changing your vertical progression requires requalification by T4.1 (page 66) and your filler material may or may not be all position. Hmmm,...
