We use a BORETECH automatic bore welding equipment to repair overlay damaged inside bore diameters.  It is difficult to weld a butt joint with this equipment process, so I have qualified a butt weld procedure with identical GMAW parameters using a hand held process, with the plate thickness at 3/8". 

1.  Is this an acceptable way to qualify the BORETECH use of the procedure?

2.  If so, is it correct that the procedure is good for weld overlay on unlimited thickness base metal - (base metal repair and fillet welds?)

I see nobody has taken a stab at this one yet so I'll offer my opinion, as just that. It seems to me that as long as you comply with the variables of ASME Section IX for your circumferential groove and ASME Section IX for your overlay with the required testing for both, then you have an acceptable qualification.
I'm not sure this answers your quesiton becasue I'm not sure I'm really clear on what your asking, but at least the dialogue has begun.
