How do you submit a request for code clarification to AWS

Look at the last paragraph in the foreword titled "interpretations"; the instructions are there. You can often get a quick reply, although not an official reply, by sending an email to someone on staff; sometimes thats good enough, sometimes not.

You can also get pretty good answers by posting your questions here.

for welders qualification Table 4.11 note 2 establish "2. Welders qualified for SAW, GMAW, FCAW or GTAW shall be considered as qualified welding operators in the same process(es) and subject to the welder essential variable limitations", that means if I qualify a welder on FCAW is qualifyed also on GMAW, SAW and GTAW? Please clarify.

No.  A welder qualified for SAW is also qualified as a welding operator for SAW.  A welder qualified for GMAW is also qualified as a welding operator for GMAW.  Etc.

Sergio,  If you qualify a welder with FCAW they are not automatically qualified for GMAW,SMAW, or SAW.  Hope that helps.  It gets deep on why they are not qualified and i'd be typing for hours. ;-)
