With all due respect,in the gas staion project my company has responsible for procurement and constraction but another company has respnsiblity for engineering , I want to know which compny must be submited Inspection test plan,Quality Control Plan,NDT procedure,WPS & PQR,Pressure Test procedure,etc,please specify for me PC group or Engineering group has this duty?

If the work is required to comply with AWS D1.1, then the "Contractor" is responsible for welding procedures, procedure qualification, welder qualification, inspection, etc. The "Contractor" is the organization performing the work. If the work is to ASME, the Contractor (i.e. ASME certificate holder) is responsible. If the work is to another code, you'll have to read that code. These responsibilities are usually defined in the contract specifications also.
