Off the top of my head I doubt it. Without other considerations, the strengths of those two don't match. Your going from higher to lower. If it's a cvn application, then you've changed classification which is a requal. and again on table 4.9, it's a change. I'd say no.
The way PQR essential variable #3 in Table 4.5 reads, I would say that this change requires requalifying the WPS:
"Change from one electrode or flux-electrode
classification to any other electrode or
flux-electrode classification."
Footnote "a" says "The filler metal strength may be decreased without WPS requalification." But, this is more than a decrease in filler metal strength, since this is also a change in chemistry from a nickel-containing weld metal to a plain carbon steel electrode.
