Does anyone know what my first step would be to aquiring MIL-STD 1595 VII? I found the form  but am unsure if there are other qualification I have to have before applying.

Mil-Std 1595A has been canceled, superseeded by AWS D17.1

The note may or may not have any bearing on what you do. If your contract calls out for 1595 than that is what you must use. But it might be worth double checking with who ever is imposing this requirement to make sure they are on the right page here.

Thanks Lawrance. I have aws D17.1 (01) Spec. Fusion Welding Aerospace Applic for 4130 to A-36 using ER70s-2 Filler material. The job I am going to bid are INCO 615. Is there a D17.1 for nickle alloys? If so, where in the Cleveland area can I achieve this cert?

If you are going to bid work to aerospace standards it would be a good idea for you to have a copy of the code on hand for yourself, even if you do your performance testing outside at another facillity.

D17 does cover a range of alloys in groupings very similar to 1595. 

Special Metals Corporation own the name "Inconel" and "Incoloy" and I looked at their product handbook http://www.specialmetals.com/documents/Product%20Handbook%20Part%201.pdf  and could not find a direct reference to Inco 615 so I can't tell you which alloy group it falls under in D17

The Hobart institute is one place nearby who you can trust for good training and testing and there may be others.

I believe you have to first qualify the welding procedure to B2.1. In doing so, the welder is also qualfied within the limits stated in D17.1.

You may be doing yourself a favor to hire  consultant to set you in the right direction and to set up the documentation and witness the welding of the test coupon.
