Tested a carbon to stainless joint for PQR / WPS using A36 to 316L, everything passed but now I need a A36 to 304L - WPS. Since 316 and 304 are both A167 -group A material
in D1.6 there should be no need to re-test this joint since it is using 309L filler metal
am I correct ?

Both 304L and 316L listed in ASTM A167 are Group A materials based on Table 3.2 of D1.6. You are not changing the carbon steel, i.e., A36, and you are not changing the filler metal, i.e., both combinations use 309, so I would agree that a new PQR is not needed based on the information you provided.
