When qualifying a double "Vee" groove butt joint weld procedure, is the filler metal considered "backing" material with respect to AWS welding codes?

Good question!
If you turn it over first and weld the groove closed then flip it over and back grind your weld it is called a "Backing Weld" and it serves as a back up. But is it backing. I should think it would be the same as backing.
