How much greater is the tensile strength of chrome-moly (4130) vs mild steel (1008) ?

Twice or more depending on the type of heat treatment the 4130 has received.

AISI 1008 Steel, cold drawn bar, 19-32 mm (0.75-1.25 in) round
Tensile Strength, Ultimate 340 MPa 49300 psi  
Tensile Strength, Yield 285 MPa 41300 psi

AISI 4130 Steel, normalized at 870°C (1600°F), air cooled, 50 mm (2 in.) round
Tensile Strength, Ultimate 615 MPa 89200 psi  
Tensile Strength, Yield 415 MPa 60200 psi
