Note 1 of Figure 3 of the 05 1104 states that the specimens at the option of the company may be rotated.
Is the interpretation, SOP, or consensus of this note that specimen position is to be rotated as a group maintaining their orientation with each other?

My interpretation is that of which you stated - rotated as a group. I get that from the "provided they are equally spaced around the pipe". There is no space between straps - only in reference from one group to another, as shown in Figure 3.

No. No test. Or, if it is, I ain't one gonna grade it.
I've just been re-familiarizing myself with 1104 lately (due to recent need), and its not like I knew it very well in the first place.
But as with all codes there 'codeez', and then there's industry understanding of it. And ner the twain shall meet. For then what would consultants have to do.
