AWS D1.4 Reinforcing Steel.

Indirect Butt Double Flare Bevel (bar to plate) covers most joints except full pen. Qualify the procedure as you qualify the first welder - visual and macro etches.

Generally speaking - SMAW or GMAW - makes little difference

A couple of weeks ago a civil QC on our job stopped us from tacking rebar to our wall sleeves to help support them. Other jobs in the past had no problem with it was not sure if present QC had code to back him or if it was just his opinion that tacking rebar was code violation.

From D1.4-

5.4 Tack Welds

"Tack welds that do not become a part of permanent
welds shall be prohibited unless authorized by the Engineer.
Tack welds shall be subject to the welding requirements
of the code, including preheat, electrode selection,
and discontinuity acceptance criteria."
