This was a new one to me. Two welders qualified (SMAW) up to 1". Can one of these welders weld the first inch, and then the second welder weld the next inch on a 2" thick weld?

Yes provided the WPS is qualified for the full two inch thickness.

learn something new every day. 20 + years in and I can't say I've ever seen the case were it was split between two welders. Usually they are qualified for unlimited.

With ASME a 1/2" coupon would qualify for unlimited with most processes provide 3 layers were deposited.

Pipewelder is right on the 1/2" deposit thickness. But this is a somewhat recent revision. If the welder quals are older they may be under the old 3/4" deposit thickness regime.
