If I have a PQR for welding group 9 steel to another group 9 steel, does it qualify welding any other groups to group 9? For example I have A572 that I need to weld to A514 Q?

Maybe I missed something, what code or welding standard are you welding to?

A 514 Q is S# 11B Group 9 (under ASME Section IX-which I am assuming you are referring to) therefore you have to qual in order to weld it to A572.
