I have always been led to believe and understood that a WPQR carried out on Pipe covers for all thicknesses of plate. However I am working on a project at the moment whereby the client is disputing our WPS's because they have been prepared on this understanding. Can anyone help me with the parameters, to help I please find the specification of the Pipe used for the WPQR: - API5LX52 Tickness 12.7mm (1/2") Diameter 200mm (approx 8")?

What code are you working to?  Are you talking about fillet welds or groove welds?  The codes I am familiar with allow a pipe groove weld qualification to be used for plate groove welding, but the plate thickness range is still dependent on the pipe thickness used in the qualification.  Also, pipe groove weld qualification typically qualifies for all fillet weld sizes on all plate thicknesses.  But again, you need to consult the specific code you are working under.

Per Table 4.11, a pipe groove welder qualification test on >4" diameter with thickness >3/8" qualifies a thickness range from 3/16" minimum to unlimited maximum thickness.  Per Table 4.2, a pipe procedure qualification test on 8" Schedule 80 (1/2" wall) qualifies a WPS for a thickness range from 3/16" minimum to unlimited maximum thickness in plate, pipe or tube.
