I havn't understood your question.
Let's imagine a fitting (a tee, for example), a piece of pipe and a flange.
The tee and the pipe ends are beveled and ready for welding. On the bevel, we measure 1.5 mm from the outside diameter and 1.5 mm from the inside diameter. By means of a portable hardness meter we measure the hardness in those points. All right. Now, how will we measure the hardness in the center ?
Apart from that, why do you want to measure the hardness of a new tee and a new piece of pipe? If there's a hardness requirement for them, the manufacturer is supposed to take care of that.
Similar considerations can be done for the flange, except that in this case the outside diameter is the outer periphery of the flange.
