I am trying to write a new welding procedure for work.  I am trying to make sure things are in an easy to understand layout. 
who can help with this?
My problem is for ASME, AWS and military requirements things vary a little.
My idea is the PQR (procedure qualification record) needs to be completed first.  Then this info is used to define the WPS (welding procedure specification).  once this is proven by one welder, this wps is use to qualify every other welder with a WPQ (welder performance qualification). {or qualification test record}.  In short I need three documents minimum for each type and size of qualification?

It look's to me you are on the right track, Step 1 you need a procedure, Step 2 you need to qualify the procedure, Step 3 qualify the welder's
to the qualified procedure. And remember when you qualify a procedure this will also qualify the welder taking the test.

Is the AWS D1.1 the code you are working with?  If so some of the WPS documents may allow prequalified status where PQRs would not be required.
