You only need to turn the valve all the way on high pressure cylinders (basically cylinders containing only pressurized gas, but not gas over liquid), because those are the ones with double seated valves (like oxygen, argon, nitrogen, helium, etc.).
So, propane tanks only need to be opened a half turn or so.
