Do procedures/qualifications, qualified to Section IX, overlap with AWS and vice versa as implied below.

......."Welders qualified to ASME Section IX may weld to AWS procedures, and vice versa, provided all their qualification variables are applicable and their qualification limits are not violated.

.........."ASME Section IX welding procedures and welder performance qualifications may be used for AWS welding provided all essential variables, non-essential variables, and supplementary variables have been reconciled"........

Not necessarily.  Testing requirements are different.  For instance, a procedure qualified to ASME Section IX need not have volumetric NDT, but AWS D1.1 requires RT or UT, and D1.5 requires RT.  There are several differences like that, and while welding procedures can be qualified to meet both AWS and ASME Codes, if it is not planned out beforehand, there is a good chance they may not.
