What is the difference between these two standards?

One of the specific differences produced by the updated version is to make welder performance qualifications subordinate to AWS D17.1

Thanks that is the way I read it also. I am having a lively debate with one of our customers QA Managers over this standard. He keeps saying that our welders have to be certified to this standard and I keep telling him they are if you read section 3 in 2219A it says that welders meet that requirement if the are certified to AWS D17.1.
