AWS D1.6 Table 3.3, "Prequalified Filler Metal Classifications", details "Filler Metal Groups" A,B,C,D,E, and per 3.9.1 these Filler Metal Group letters correspond with Table 3.2 "Base Metal Group" letters. 

But, at the bottom of the tabulated listing for each respective filler metal group, there is a characteristic statement: "Group A also includes all of Group B base metals of Table 3.2."

Can anyone knowedgably paraphrase what the quote "Group A also includes all of Group B base metals of Table 3.2." means in this context.

The 3.9.1 text is only suggestive rather than conclusive or explicit.
