May I ask you something?

When weld joint is between a pipe and a plate with CJP required.The pipe(beveled) is perpendicular to surface of the plate. Is this joint a T-connection? A welder is qualified with 6G can weld it or not?

I believe the T,Y, and K restrictions apply to pipe to pipe or tube (HSS) to tube (HSS) connections.

T-K-Y connections are a generic term that describes tubular/pipe connections where branch members are welded to a main member, or chord, at a centering point.

What do you think if somebody considers a plate like a pipe with OD is infinite?

It doesn't really matter what somebody considers.  You have to follow D1.1 unless the EOR decides to override it.
