Would I be correct in my interpertation that according to 4.18.1.2 (D1.1), if I tested a tack welder in 2F, then he is only qualified for 2F.  Would Table 4.10 in D1.1
be nonapplicable to tack welders?

My interpretation of this is the same as yours. I do not believe that table 4.10 is applicable to tack welders.

So if table 4.10 does not apply to tack welders, and taking 4.19.2.1 into consideration, would the tack welders be able to tack a CJP butt joint that is to be welded from one side
and backgouged and/or a backing weld on the back of the joint then filling the rest of the joint from the front?

I understand 4.19.2.1 if it pertains to open root CJP and T-,Y-,K-connections.
