You should clear up the first part of your question. E 7018 is a coated (or stick) electrode for SMAW. Thus, it has no flux but coating, this being a low hydrogen one, with an iron powder content of 25 to 40%. By flux do you mean the coating?
You're right on submerged arc, which does requires a flux.
