Hello, i am confused on what type of joint this could be. They are welding a sleeve (saddle) to a shoe support. Is this a fillet weld ? flare-bevel?

If you are looking at a cross section of the pipeline, you see the round pipe. The shoe support (1/2" flat bar) comes on a perpendicular angle to the rounded pipe. The joint at the intersection of the shoe and the pipe is what i am confused on.

Over the years, I've seen a few Pipe Supports Engineering Standards issued by engineering companies that show the flat bar welded directly on the pipe, as you describe.
This is not a good engineering practice. The flat bar should be welded to a rounded plate ("rounded" means that the plate matches the pipe's shape), which in turn is welded to the pipe.
