Ask him to look on the back where the plug goes in. In the UK all the newer welders, and electrical things like it, have a plate or table painted on the case with things like the phase, frequency and power requirements. Or check which model it is he's selling and have a look on the internet, or the maufacturers web page, for the phase. You could proberly phone them up and ask if it's a well known company.
