Hello, in A179 I found " EXPLANATORY NOTES" which have values for tensile , yield strength and elongation which will used For purposes of design .
*I want to know what is the meaning of a  "purposes of design " ?
*Is it possible to make these tests using these values instead of flatteing , flarring and flange tests

No. The Explanatory note you mention in ASTM A/ASME SA 179, means exactly this, you can use the stated minimum tensile (ultimate and yield strength) for determining minimum wall thickness for service applications, since tensile tests are not required by specification. However, flattening, flaring and hardness are required tests and cannot be waived.
