in ASTM  A179 I found " EXPLANATORY NOTES" which have values for tensile , yield strength and elongation which will used For purposes of design .
*I want to know what is the meaning of a  "purposes of design " ?
*Is it possible to make these tests using these values instead of flatteing , flarring and flange tests
