The last number of AWS' nomenclature of manual shielded electrodes gives you that information. I don't know about ISO nomenclature.

Mr. Crisi, I have to respectfully disagree.

First two (sometimes three) digits are tensile strength. i.e. E70xx, or E110xx
Third would be positions.  i.e. Exx1x or Exx2x
Last number is flux coating type. i.e. Exxx0 or Exxx8 and so on.

Even if it's listed as an all position rod, when it comes to vertical it could only work going up, down, or both.
I could be all wrong here, so feel free to criticize if it's needed :)

Yes, first two digits out of four (or three out of five) are tensile strength.
Yes, third digit out of four (or fourth out of five) is the welding position.

Last digit Zero means: cellulosic, sodium silicate binding, direct current, reverse polarity.
Last digit One means:  cellulosic, potassium silicate binding, DC or AC, reverse polarity when DC (of course, AC polarity changes 60 times per second)
Last digit Two means: rutilic, sodium silicate binding, DC or AC, direct polarity when DC.
Last digit Three means: rutilic, potassium silicate binding, DC or AC, reverse and direct polarity when DC.
Last digit Five means: low hydrogen, sodium silicate binding, DC, reverse polarity.
Last digit Six means: low hydrogen, potassium silicate binding, DC or AC, reverse polarity when DC.
Last digit Eight means: low hydrogen with iron powder, potassium silicate binding, DC or AC,  reverse polarity when DC.

Giovanni is correct.
AWS 5.1 Carbon Steel Electrodes for Shielded Metal Arc Welding shows that the "8" in an E7018 electrode = the fourth digit indicates the flux type and Welding Current/Polarity to be used. eg Hydrogen controlled Low Iron Powder AC & DC+, medium penetration.
