I have an hatachi welding manual and it states the welders must be certified to AWS class 3 certification (or higher), My D1.1 is at home and I've looked in my copy of D14.3 and cannot find any thing of the like only the groups for electrodes and I'm positive that would not be it. So if anyone with heavy equipment experience knows please let me know.
