I am working on a PQR that will be joining A514 to A572 gr.50 on 1 " plates. D1.1 says that you must use filler that matches the higher strength steel OR that which matches the lower steel and produces a low hydrogen deposit. The filler that I want to use is AWS A5.20; E71T-1CH8/T-1M. Would this be considered a low hydrogen filler?

what industry are you working in.Sounds like heavy equipment from my past experience.

Yes, the H8 indicates that it is low hydrogen.  When doing a PQR you can use what ever filler you want as long as the mechanicals come out within the code criteria I'm pretty sure.  The low hy wire will be good when welding to the A514.  There are a lot of low hydrogen FCAW wires on the market and some might be cheaper then the one you suggested.  Who makes that wire?

It is made by ESAB. Its Dual Shield 7100 Ultra. We manufacture heavy haul trailers, oilfield equipment, and drilling Rigs.

Yes it would be considered a Low Hydrogen Deposit.  However, I have found that that product is hydroscopic.  To me that means that the H-8 designator will mean very little if you have old product or it sits out on the Wire Feeder Reel for any amount of time.
