That is a clear cut issue to me. As long as your within density constraints and other image quality issues,
and you are reading between the station markers, no problems.

Yes you can, just as stated above, as long as all of the exposure variables are accounted for.
You read through backing bars, when doing double wall exposures single wall viewing you read through additional material etc. etc.
The prupose of the edge block is to keep from undercutting the image, the only caution is if something is noted make sure it's not in the block before you dig into the weld.
I think also it would be a Level III's call anyway, not the engineer.
