Does ASME define Domestic Material?

Same Here, Did not see anything on that. I ask because the PO states domestic but the Plate was melted out side of the USA, but Rolled in the USA ( I know in the bridge bearing industry this steel would be Rejected) i dont consider this to be Domestic steel. I know when i kick it back to purchasing i'll  get the answer " Well , we use a generic PO format and we dont really need domestic". But how do i know that and how does the supplier know that.
