If a welder is 1" PLATE qualified in the 2G, is he qualified to weld a <24 inch OD PIPE if the pipe is being rotated and weld metal is being deposited strictly in a flat position??

Table 4.11 (D1.12006) A groove weld on plate 1" or over qualifies the welder to weld on Plate, Pipe, or Tube with a thickness of 1/8" to unlimited. Note d "Also qualifies for welding any fillet or PJP weld size on any thickness of plate, pipe,  or tubing."

The 2G does qualify the welder to weld in both flat and horizontal position, but if you look at note C it says
" Only qualified for pipe equal to or greater than 24" [600mm] in diameter with backing, backgouging, or both."

You are wanting to weld pipe under 24", I would say no, the qualification doesn't cover it in this case.
