To all,

" 25 minutes of my life and I have a little peculiar" about, what call for an impact testing for electrode E7018 4.0 mm for Flat position as per Table 4 of ASME Section IIC SFA 5.1, it is regardless of design temperature, high pressure service or what?

Anyone can enlightened me for this matter please and your humble technical explanation will be much appreciated.

Not exaclty sure what your asking but the general idea is that anything pertaining to SFA 5.1 has to do with filler metal manufacturers required testng regimes in order to allow them to claim that the material was made in compliance with the spec.

The Specification like SFA-5.1 describes the manufacturing, testing, and certification that the Electrode Manufacturer shall perform in order to certify the electrodes as an E7018 to SFA-5.1 for example.
The question whether or not the electrode is suitable for the construction, or welding process, shall be qualified by the WPS qualification.
