I am in search of a chart where it would have base material in one column,
then the other material in a row across the top that when the lines where followed it will
tell you what kind of filler metal to use.  ie SA213 T22 to SA106 = ??.

I need a chart that will pretty much cover any type to any type and the corresponding filler material.

I don't know if such a chart exists, but try looking in the appendices to the SFA specs. It will tell you what each of the fillers are intended to be used on by UNS number and often specification.

The ESAB "Welding Filler Metal Data Book" has a chart 'Recomended ESAB Filler Metals for Welding the ASTM Steels'.  The chart lists the following: ASTM #, Class or Grade, Preheat Temp, SMAW, GMAW/GTAW, SAW, FCAW/MCAW.  Ask you welding supplier, they should be able to get you this book free of charge.
