where can I found the min and max interpass temperature , travel speed and how to calculate the strain which will produce in the joint  after welding due to heat in both free and strict joint like plate connected between two plates

If you have the educational background or the engineering math skills, Volume 6 of the ASM Handbook covers the subject from the metallurgical standpoint.

I'm thinkin it ain't strain your looking for, its stress. And Finite Element Analysis (FEA) is probably what your looking for as well. You need someone capable of performing FEA analysis.
